The last time I checked, the aim of the humanitarian effort was to:
A. remove them from harm's way;
B. provide the essentials of human life ie. adequate food and shelter, something you can't get in a crowded field; and
C. once the situation is stable, a return trip to their country of origin so they can rebuild and resume their lives.
WHO IS GOING TO PAY???? What kind of crap is that? Do 60,000 people suddenly decide to voluntarily get on buses in the middle of the night to go who know's where?
Do you suppose all the Kosovars still trying to cross the Albanian or Macedonian border suddenly decided to go home?
I expect we will see them all again shortly in their comfortable new accomodations conviently located amongst Serb armoured formations.
Provide humantarian relief in place? Would you kindly provide the UNHCR with a current locstat so they can make the deliveries of relief supplies.
Or perhaps we should just wait-out and send the troops in later to dig up the mass graves for evidence of crimes against humanity.
