I think there must be more to this story than you are letting on. When a service women goes on Maternity leave (as LWOP) she also receives the MATA topu-up you refer to provided she meets the eligibility conditions. This Top-up is not avail for paternity leave which means that it is an unequal benefit and discourages men from taking it.
