Big Pay Raise?

I've heard a rumour in the last week or so. Have no idea of its validity. The story was that the Armed Forces were going to receive a raise soon that will be retroactive to April 1, 1997. I've heard this rumour several times, with the raise being anywhere from 2% to 6%.

Anyone else heard this one? Any idea as to its validity?
