To answer your last question Michael, I would suggest heavily recruiting former members of the Royal Canadian Army Cadet movement. All of them have had a taste of what it is like to be in uniform and the responsibilities that go hand in hand with military service. From what I have seen of many cadets, a lot of them are so painfully professional that it puts some ex-serving members to tears. So from that point of view, no, I would not recommend a "draftee" Canadian army. Part of the blame I guess goes to the militia units for not taking advantage of the various means they have for "positive advertising" through their local newspapers. All it takes is a simple phone call to cover a special unit event, and bingo, you just got free advertising for recruiting and a press release at the same time. Unfortunately, this rarely occurs.
