Just to clarify my last submission, the Somalia reference was regarding the leadership issues within the CF. I was not referring to anything racial by any means. To elaborate further on my last note, the RSM if I remember correctly is in charge of the three D's.
DRILL, DRESS, AND DEPORTMENT. With this in mind, the RSM could have laid charges against the various officers and/or NCM's that were guilty of negligent conduct. Thus, he would have been within his jurisdiction of exercising powers over the DEPORTMENT area. For those who are novices to this site, DEPORTMENT is how an individual soldier carries him/herself. Essentially, in laymans terms it means proper military behaviour.
