The Ombudsman's office should be your last resort. Use your chain of command. There is (or was in my time)a staff officer at Area HQ who deals with these issues. I know staffing things like these is cumbersome and time consuming, but you will be credited accordingly once the glitch is sorted out. The most effective way to address this situation is to get your paperwork together, make at least one copy of the relevant documents and submit them through your chain of command.

Keep a record of when you submitted the documents and the time you received answers. The principles within that chain are there for your benefit.

That is my recommendation. Use the chain of command first. "Stovepiping" has its consequences...mostly negative at that.
