c)Why not? If we declared war on Luxembourg, it might be interesting. Since neither side has any real methods for moving troops or combat aircraft across the Atlantic, it would be six months of "strategic maneuvers" and CNN updates. Heck, if we struck a deal before hand with Luxembourg, we could have staged battles and everything. After a short war, both sides make a killing selling "war booty" and releasing "CLASSIFIED MISSION REPORTS FROM THE LUX-CAN WAR!". We get a whole generation of heros and war stories and NDHQ makes up it's budget shortfalls.
