You haven't provided enough detail to know if you're getting the runaround. If you applied for ROTP, then your first training, Basic Officer Training (BOTC) should begin sometime in the spring. Since ROTP at Royal Military College is built around the academic year, then much of your training by necessity will take place in the summer. If you are a reservist, then again, training is normally slated for the summer so as not to conflict with college / university etc. If you are still a high school student, then you may not hear wether you have been accepted until your interim marks from your spring semester have been produced.
