Point taken and I agree you cannot operate with a bare minimum however when it doesn't allow a unit enough funding to actually have a credible size unit through recruitment in order to train above the platoon level then that is when it becomes a military club for offrs and snr ncos as there is not enough real comd to go round and this makes a lot of deadbeats very comfortable.
