I think all troops should join as NCM's for 2-3 yrs regardless of level of post-secondary education. If they show leadership potential, let them apply for officer training- this will eliminate people being put into leadership positions w/o ever proving any ability to lead and also eliminate those officers who discover too late that they made the wrong decision and saddle the Army with an officer who wishes he/she were somewhere else. There will never be a shortage of candidates, look at all the experienced troops who apply for UTPNCM every year.
