I tried to purchase a weapon part from company in the US last week and ran into the most complicated boondoggle I've seen since buying a house in the Muskokas! Apparently, a new law came into effect on the 12th of April, this year, that requires any vendor of weapons, ammunition or weapons related materials (parts, scopes, add ons, bells/whistles, etc.) to require an export permit to ship that item to Canada. The permit is obtained fron the Department of State (USA). Not a big deal unless you consider that a permit must be in 'hard copy' and on file with each individual purchase order before the order can be processed and that Law Enforcement agencies and the DND are not exempt.
It gets better...along with the 'Permit to Export' another 'Permit to Import' has to be filed through the Ministry of Foreign Affairs (Customs Import/Export License Section) and that Import license has to on file with the purchaser and vendor in order that the item(s) be allowed to cross the border. I'm told that this procedure can take upwards of two to three months IF the paperwork is all approved on Both sides of the border and that the right people receive the correct information at the right time, in the proper sequence. Any failure of the above and the items are either returned to the vendor or are siezed by the BATF (Bureau of Alcohol, Tobacco and Firearms), the deadly 'Revenuers' of Kentucky moonshine fame.
If things seem to be a little out of skew with you, imagine the look on the face of a Supply Services Canada manager when confronted with the reality that the Federal Government of Canada has no more pull than the average schmuck in the street when purchasing anything military in nature as it relates to weaponry.
The question that begs to be asked (in my demented, twisted little mind, anyway) is that with the 'Just In Time' order/delivery system in place with the CF and others (RCMP, JTF, and other secret squirrel organizations that don't even have names), how has this affected the strategic logistics of the Y2K, Emergency Preparation Teams, Law Enforcement organizations and others that rely so heavily on the arms industry and distributors in the US to fulfill their needs?
Perhaps this page is not the correct venue for this type of question but I would venture to guess that there are a few folks out there, lurking in the cyber-void, that just may know the truth of this cluster f**k and would care to enlighten the ignorant.
