In the CDS's Annual Report, Annex D, there is an entry under the
heading "Major Equipment Projects":
"Weapons Effects Simulation
This project will acquire a modern simulation system to allow for more
intense, realistic training and for better training feedback. It will
support the training of up to a mechanized battlegroup. It consists of
eye-safe laser-based simulators of direct-fire weapons, a simulator
for area (e.g., artillery) weapons, a range-instrumentation system,
and a data collection, analysis and trainee debrief facility. The
project will allow for a higher standard of training to be achieved,
better operational evaluations prior to overseas commitment, and cost
avoidance using U.S. facilities."

It certainly sounds like there is an intent to purchase some of the
kit for a NTC-like training facility. Nothing so far indicates where,
or indeed exactly when, it is expected to be deployed. Nor is there
an indication that we would be setting up a permanent OPFOR staff,
which would presumably be a substantial cost, not to mention additional
commitment of our meagre fighting forces. However, such an OPFOR
would presumably do nothing but train for war, perhaps in more than one
flavour of enemy, and thus become quite combat-capable themselves -
which could be a very good thing.
